Spam is the bulk mailing of unsolicited mail. There are three things that make spam possible.
1. Email is free to send. Even a tiny charge such as a fraction of a cent would give the spammers who send tens of thousands of messages per day a financial consequence.
2. It's as easy(and cheap - see 1) to send 10 million emails as one. Sure - it takes longer to get 10 million through the server, but that process is automated. If spammers had to send emails one by one, spam would be dead overnight.
3. A very small minority of people respond to spam e-mail. The number is miniscule, but if even one spam message gets a result, or earns the spammer some money, then they have justified sending the other 10 million.
